Accesso aperto e sovranità dei dati della ricerca
La sovranità dei dati della ricerca si è affermata come priorità strutturale dell'agenda europea, in risposta a una vulnerabilità sistemica sempre più evidente: la dipendenza da infrastrutture informative governate prevalentemente al di fuori dell'UE, con ricadute dirette sulla libertà di ricerca, sulla continuità dell'accesso al record scientifico e sulla capacità di governare autonomamente produzione e circolazione della conoscenza. Il contributo affronta il tema da una prospettiva di science policy, interpretando la sovranità digitale come capacità operativa di definire, applicare e rendere verificabili regole concrete su accesso, interoperabilità, riuso e preservazione dell'informazione scientifica — e discutendola come regulation by design, in cui diritto e policy si incorporano nelle architetture infrastrutturali, orientando comportamenti e distribuendo responsabilità. A titolo esemplificativo, saranno discussi i nodi emersi dalla tavola rotonda Frontiers-STOA a Bruxelles (ottobre 2025) e il caso OLSPub — infrastruttura europea aperta sviluppata con ZB MED come alternativa a PubMed — quale esempio di apertura governata per rafforzare la resilienza dell'ecosistema europeo dell'informazione scientifica.

Eleonora Colangelo is head of policy at the scientific publisher Frontiers, where she previously worked on public affairs and open science policy analysis. She works in the field of science, technology, and innovation policies, with a focus on the governance of open science and its alignment with international regulatory frameworks. She earned a PhD in ancient history and anthropology from the University of Paris Cité and the University of Pisa, and subsequently specialized in lobbying and advocacy at the Faculty of Law of Sapienza University of Rome. She is a member of the Open Science Monitoring Initiative (OSMI), an SDG Publishers Compact Fellow, an active member of the Scholarly Kitchen Cabinet at the Society for Scholarly Publishing, and co-chair of the Education Committee of the Council of Science Editors.

Open access and research data sovereignty
Research data sovereignty has emerged as a structural priority on the European agenda, in response to an increasingly evident systemic vulnerability: dependence on information infrastructures largely governed outside the EU, with direct implications for the freedom of research, continuity of access to the scientific record, and the capacity to autonomously govern the production and circulation of knowledge. This contribution addresses the issue from a science policy perspective, interpreting digital sovereignty as the operational capacity to define, implement and make enforceable concrete rules on access, interoperability, reuse and preservation of scientific information — and discussing it as regulation by design, whereby law and policy are embedded within infrastructural architectures, shaping behaviours and distributing responsibilities. By way of example, the paper will examine key issues emerging from the Frontiers-STOA roundtable held in Brussels (October 2025), as well as the case of OLSPub — an open European infrastructure developed with ZB MED as an alternative to PubMed — as an instance of governed openness aimed at strengthening the resilience of the European scientific information ecosystem.
